Call-only ads and lead form assets in Dubai: calls, forms or WhatsApp?

Google closed new call-only ad creation in February 2026, and its help documentation says existing call-only ads stop receiving impressions in February 2027. The phone number moves into a call asset attached to a responsive search ad. For a Dubai service business that lives on inbound calls, that is a rebuild rather than a rename: the ad now carries headlines and a landing page alongside the call button, and the call tracking most global guides assume may not be available in your account in this country.

Three contact channels now sit inside the same search campaign: the call asset, the lead form asset and the WhatsApp message asset. Which one you lead with depends on the niche and the budget. Here is how we split them across service accounts in Dubai, with the tracking gap spelled out instead of glossed over.

Dubai service advertisers should run responsive search ads with a call asset, add a WhatsApp message asset where the audience prefers chat, and treat lead form assets with caution. What changes when call-only ads go away

The format disappears. The phone call does not.

A call-only ad used the phone number as the headline, every click started a call, and no landing page sat in the path. A call asset hangs off a responsive search ad instead. The searcher can tap the headline and land on your site, or tap the call button and dial, and both cost a standard click.

The landing page now matters, because traffic that went straight to the phone arrives there. Ad copy has to convince a reader, so response time, coverage area and a price signal belong in the headlines. Mobile-only exposure is also gone by default, which makes device mix your job through bid adjustments.

The rebuild is an afternoon of work: a responsive search ad in the existing campaign, three to fifteen headlines, two to four descriptions, call-focused messaging, then a call asset at campaign or ad group level. Setting up the call asset for a service business

Put the asset where you need control. Account level suits a single-service operator. An AC company running duct cleaning, gas refill and emergency repair in separate ad groups should attach it at ad group level, because the line answering a 10pm emergency is rarely the desk quoting maintenance contracts.

Pick the number itself with care. Use a line your team picks up, which in Dubai usually means a mobile rather than the landline in an office nobody sits in after 18:00, and remember Google verifies numbers before assets can serve.

Then set the asset schedule, which is the setting people forget. Call assets carry their own schedule, separate from the campaign ad schedule. If your desk closes at 22:00, hide the asset from 21:30 and stop paying for calls that reach voicemail. The rest of the ad keeps running, so chat and form enquiries still arrive overnight.

Last comes the conversion definition. The Calls from ads conversion counts a call once it passes a minimum length you set, with 60 seconds as the default. For emergency trades, 45 to 60 seconds already separates a job from a wrong number. For a law firm or a clinic, push it to 90 or 120 seconds, because a genuine enquiry there never ends in a minute.

One catch sits under all of it. Duration-based counting depends on call reporting, and call reporting depends on a Google forwarding number.

Call tracking in the UAE when forwarding numbers are missing

Call reporting swaps your number for a Google forwarding number and measures how long the conversation lasted. Google states the feature is available in a limited list of countries, and that if you cannot find the option in your account settings, your country or account type does not support it.

I have not been able to confirm the UAE on Google's published country list, and advertisers here have raised the same gap in Google's own product forum. Treat it as a check to run rather than a fact to assume: open Account settings, look for the Call reporting section, and see whether the option exists before you build a measurement plan around call duration. If it is absent, your real number shows in the ad and Google stops counting Calls from ads as conversions.

Four workarounds, in the order we try them:

  1. Third-party call tracking. CallRail, Nimbata and similar tools place a tracking number on the landing page through dynamic number insertion. That captures calls placed from the website, not taps on the in-ad call button.
  2. A dedicated number per campaign. Hard-code a separate UAE number into each campaign's call asset. Crude and cheap, and any call to that line came from that campaign. A spare SIM or a cloud PBX extension costs less per month than one wasted day of budget.
  3. Count the click. With reporting off you still see call button clicks and can feed that signal to Smart Bidding. Be honest about what you bought: a tap is intent, and bidding hard on taps inflates reported performance while the job count stays flat.
  4. Ask the caller. One required CRM field asking how the customer found you catches what the platform cannot. Most Dubai operators skip it, then spend a quarter arguing about attribution.

Lead form assets: the rules, and why they leak junk here

A lead form asset opens a form inside Google itself, prefilled from the user's Google account, without sending anyone to your site.

The entry requirements are a trust gate rather than a budget gate: completed advertiser verification, a valid linked privacy policy, and a clean policy compliance history. The privacy policy link appears at the bottom of the form, so it has to be live before the asset runs. Current documentation lists webhook delivery, CSV download and Zapier as ways to receive leads; confirm what your own account offers before promising a client a live CRM feed.

The policy exclusions bite harder in Dubai than elsewhere. Google's lead form requirements do not allow lead forms for healthcare and medicines content, and also exclude alcohol, gambling, political and adult content. This city runs on clinics: dental, dermatology, aesthetics, physiotherapy. All of them are out. Any agency pitching a clinic on lead form assets has not read the policy.

Then the quality problem. Prefill is why lead forms produce volume and why the volume is thin. Two taps and the form is gone, often before the person has read what they submitted. Plenty of UAE Google accounts still hold a phone number from the country someone left three years ago, or an email nobody opens. You get submissions. You do not get contact.

Add one qualifying question, such as area, service type or preferred date. Ask for the phone number as a manual field where the builder allows it, so the person types the number they answer. Route submissions live into WhatsApp or the CRM, because a CSV opened the next morning is a dead lead in this market. Judge the asset on contact rate and booked jobs, never on submission count.

WhatsApp as the third option, and often the strongest

Google message assets send the click from a responsive search ad or a Performance Max campaign straight into a WhatsApp conversation. The requirements are specific: a verified Google Ads account with positive policy history, an active WhatsApp Business number with a valid country code, and verification of the asset itself, either through the messaging link being visible on the site or social page featured in the ad, or by linking Search Console or placing your Google tag on site. Unverified message assets do not serve. Availability is global on Android and limited to a list of regions on iOS which, per Google's documentation, includes the UAE.

Why chat often beats a form here is behavioural. A resident with a leaking pipe sends a photo of the leak faster than they describe it, and much faster than they fill anything in. Chat also survives the callback gap: your technician is on a job in Al Quoz for the next forty minutes, and the thread waits where a ringing phone would not.

The trap is response time. A first reply 40 minutes after the click means you paid for the click and handed the job to whoever answered sooner. Which channel suits which service niche

The working rule: urgency goes to calls, visual jobs go to chat, considered purchases go to a landing page with a real form on it.

Budget changes this. Below roughly AED 5,000 a month, three channels split the data so thinly that nothing is readable after 30 days. Pick one primary, add one backup, leave the third until volume justifies it. How that plays out across accounts is visible in our client campaign results.

Ad schedule: buy calls only when someone can answer

The UAE runs on GST, UTC+4. The federal working week is Monday to Friday with a half day on Friday, and the weekend falls on Saturday and Sunday, while plenty of private service companies trade all seven days anyway. That mix is why the schedule needs setting deliberately.

What we watch in service accounts here:

  • The Friday midday prayer window pulls answer rates down for an hour or two, and cost per answered call rises for that block if ads keep running.
  • Between 19:00 and 21:00 home services get heavy. That is when someone gets home and finds the AC dead.
  • Early morning, 07:30 to 09:30, brings commercial trades and B2B maintenance.
  • Saturday is a real volume day for residential work and a dead one for B2B.

Set both schedules. The campaign schedule controls when the ad appears; the call asset schedule controls when the call button appears. Trimming the first while leaving the second at default is the most common setup error we find in inherited service accounts.

Arabic and English, and who actually calls in Arabic

English carries most search volume in Dubai, which follows from an overwhelmingly expat population. Arabic is still not optional in every category.

In the accounts we run, Arabic calls concentrate in legal services, documentation and government paperwork services, parts of the clinic market, and property enquiries from GCC buyers. Residential cleaning, moving and handyman work around Marina, JLT and Business Bay skews English, with the conversation frequently continuing in Hindi, Urdu or Tagalog once the technician takes over. Read that as our pattern across a specific set of accounts, not a national statistic.

The practical rule is short. Do not machine-translate a responsive search ad into Arabic and point it at an English landing page, and do not buy Arabic clicks if nobody on the line can hold the conversation.

What calls and contacts cost: our planning bands in AED

An answered contact means a conversation, not a click and not a form submission, which is why chat and call numbers are comparable here while raw form submissions look artificially cheap. The top of each range is usually a district effect: the same plumbing keyword costs more against Downtown and Palm Jumeirah than against Al Warqa. Migration checklist: moving off call-only ads

  1. List every call-only ad still live and note which campaigns depend on it for volume.
  2. Build a responsive search ad in the same campaign, keeping call language plus response time and coverage area.
  3. Fix the landing page first. It now receives traffic that went straight to the phone, so it needs a price signal, service areas and a visible number above the fold.
  4. Add the call asset at campaign or ad group level, scheduled to when your team answers.
  5. Check whether Call reporting exists in Account settings. If it does not, choose the tracking fallback now rather than after launch.
  6. Add and verify a WhatsApp message asset if chat suits the niche, since verification takes a day or two.
  7. Set conversion actions and minimum call length by niche, then confirm which actions feed Smart Bidding.
  8. Review device bid adjustments, because losing a mobile-first format changes your device mix immediately.
  9. Run new ads alongside the old ones for two weeks and compare cost per answered contact, not cost per click.
  10. Pause the call-only ads once the new setup matches or beats them.
