Monthly ad creative set for Meta and TikTok: what production costs in Dubai

By Artur Gall·Nov 05, 2026·12 min read

A month of Meta and TikTok creative for a Dubai brand costs roughly AED 2,500 to AED 25,000 to produce, and the spread has little to do with quality. It tracks sourcing: a creator filming on a phone in her JLT apartment, a freelance editor cutting fifteen variations from footage you already own, an agency retainer, or a crew day with a director and a gaffer.

The number that decides whether the spend was sensible is cost per usable creative against media budget. A widely used Meta benchmark puts output at one fresh creative per USD 3,000 of monthly spend, about AED 11,000. Motion's 2026 analysis of 578,750 creatives marks the aggressive end: advertisers in the top quartile for output ship 21 to 235 new creatives a month depending on spend level. Useful numbers, neither of which tells a Dubai marketing manager what to put in a budget line.

I'm Artur Gall, CEO of SkyLight Marketing in Dubai. The arithmetic below comes from briefing and buying creative for paid accounts here, not from a vendor rate card.

What a monthly ad creative set actually contains

A set is the batch of assets that enters the account in one month. It is not a video. Most of the cost confusion in quotes I see from other agencies comes from pricing a video and quietly leaving the versioning out.

Asset type Typical monthly count Where it runs
Statics and designed frames 5 to 10 Meta feed at 4:5, catalogue and carousel at 1:1
Short-form video, 10 to 25 seconds 3 to 5 Reels, Stories, TikTok In-Feed at 9:16
Creator-filmed UGC clips 2 to 4 TikTok Spark Ads, Meta Partnership Ads, Reels
Variations of the above 15 to 40 files Hook swaps, subtitles, Arabic and English, ratio exports

The last row is where budgets break. Three concepts filmed in a morning become thirty files once each has two alternative first seconds, burned-in subtitles, an Arabic cut and exports at 9:16, 4:5 and 1:1. Meta and TikTok read those as separate creatives, which is the point of making them, but every file costs editor minutes.

Arabic is the local cost driver hiding in that table. An Arabic version is not a translation dropped into the same template: right-to-left layout moves the composition, auto-generated Arabic subtitles come out wrong often enough that someone has to read every line, and the typeface usually has to be swapped. Budget it as a separate deliverable at 40% to 60% of the original edit cost.

The calendar costs money too. Creator availability and crew rates tighten in the weeks before Ramadan, which currently falls in February, and again around DSS. Brief a Ramadan set in late January, or pay a rush premium.

Ad creative production cost in Dubai by route

Published pricing here is thin. Clutch and SuperB list dozens of Dubai production agencies with no rates at all; the odd landing page breaks ranks, like Strike Creatives, whose site advertises video from AED 750. Below is what I see quoted and invoiced in Dubai through 2026, source named for each number.

Route Dubai price What it buys Honest limitation
UGC creator, organic use only AED 300 to 600 per video One creator-filmed clip, no paid-ads rights You cannot legally run it as an ad
UGC creator with paid usage AED 600 to 1,200 per video The same clip plus ad rights for a stated term Term and platform must be written down
UGC package, 3 to 5 videos AED 1,500 to 4,000 A small batch on one brief Works out at AED 300 to 1,330 per video
Freelance editor, variations only AED 150 to 400 per cut Hook swaps, subtitles, reformats from your footage Needs source material worth cutting
Agency or studio social video AED 1,500 to 6,000 per asset Scripted, art-directed, shot and graded Slower; concept approval eats the calendar
Cinematic production AED 10,000 to 30,000+ Crew, talent, location, post Wrong tool for a performance test
Agency creative retainer AED 5,000 to 15,000 per month An agreed set monthly, planned against results Pays off only if the account spends enough to read the tests
In-house producer or motion designer AED 10,000 to 18,000 monthly salary on current UAE job-board bands Unlimited iterations, brand knowledge Plus gear, plus the months before they are useful

Add 5% VAT to anything invoiced by a VAT-registered supplier. A creator without a freelance permit cannot issue an invoice your accountant will accept — a real constraint for companies that need the expense booked cleanly.

The per-video spread is a hundredfold, AED 300 at the bottom and AED 30,000 at the top, for a file that plays fifteen seconds in the same Reels slot. The expensive end buys production value that matters for brand films and almost never decides a performance test.

How many creatives you need at AED 10k, 50k and 100k of monthly spend

The rule of one fresh creative per AED 11,000 of spend works mid-range and falls apart at the bottom. At AED 10,000 a month it yields a single new creative, which buys a guess rather than a test. Statistics set the floor, not budget: you need at least three distinct concepts in the account, each with enough impressions to read a hook rate.

Monthly media spend Fresh concepts by the rule Concepts I would brief Deliverables with variations Production budget Share of media
AED 10,000 1 3 6 to 10 AED 2,500 to 6,000 25% to 60%
AED 50,000 4 to 5 5 to 7 12 to 20 AED 6,000 to 15,000 12% to 30%
AED 100,000 9 8 to 12 20 to 35 AED 12,000 to 25,000 12% to 25%

Concepts and deliverables are different animals and quotes should separate them. A concept is a new idea about why someone should care. A deliverable is a file. Five concepts can produce thirty files, and the files will not save you if the concepts are wrong.

Motion's 21 to 235 belongs to the top quartile by output, and the 235 end sits with advertisers spending far above AED 100,000. Read it as a target at AED 50,000 and your production budget outgrows your media.

TikTok burns through creative faster than Meta in every account I have watched in this market, which makes the published estimate that production absorbs 20% to 50% of a TikTok budget on top of media less outrageous than it sounds. Channel-level numbers sit in our breakdown of TikTok ads cost in Dubai.

UGC creators in Dubai: the rate is not the whole invoice

UGC is the cheapest route into volume and the easiest place to lose a month. The quoted AED 300 to 600 for a clip almost always means organic use. Ad rights roughly double the fee to AED 600 to 1,200, which reflects a separate licence rather than a creator being greedy.

Platform mechanics make that licence concrete. A TikTok Spark Ad runs from the creator's own account on an authorisation code they generate, with a duration they pick: 7, 30, 60 or 365 days. The ad stops when the code expires. Meta Partnership Ads work through similar permission from the creator's Instagram account. A usage term written as one month on an invoice and a Spark code set to 7 days are two different agreements, and the code governs your ad.

Every creator brief I write now asks for the raw footage alongside the finished clip. Their own edit is worth having, because their timing is why the clip works. The raw files let an editor build eight variations at AED 150 to 400 each instead of commissioning eight new shoots at AED 900. That clause has done more for our cost per creative than any negotiation on day rate. Rates and briefing structure sit in our guide to UGC creator rates and briefs in Dubai.

Judge a UGC package on whether the creator can film a second round quickly, because round one is casting as much as production. Expect one creator in three to be worth re-booking.

AI creative: cheap output, expensive direction

Generative tools have changed the cost of variations. Subtitle burn-in, voice cloning for an alternative read, background swaps, upscaling old product footage, static resizing across placements: that work used to be billed in editor hours. Subscriptions run in the tens of dollars a month per seat, noise next to one shoot day.

Direction has not got cheaper. AI output still needs someone who knows what a working ad looks like to choose between forty generations, and forty generations of a bad idea are worth less than one good one. The failure I see most often in AI-first sets is uniformity: everything converges on the same glossy, weightless look and the account stops learning.

Where I would spend AI budget: variations and localisation of concepts that already work, product-on-background statics for catalogue tests, rough animatics that kill weak scripts before anyone books a camera. Where I would not: the hero clip for a premium brand, or any face I had not licensed. Food still looks fake.

In-house, retainer or per-asset

Spend level and release rhythm decide this, not preference.

Per-asset buying suits brands under about AED 20,000 a month on paid social. You commission when you have something to say, pay AED 300 to 6,000 per asset depending on route, and carry no fixed cost. The price is slowness: every batch restarts the briefing from zero.

A retainer at AED 5,000 to 15,000 a month makes sense above roughly AED 30,000 of monthly media, where the account can actually read the tests it produces. What a retainer delivers is rhythm rather than a file count: a set shipping on the same date each month, briefed against last month's results. Ask any Dubai agency pitching one to put the monthly asset count and the brief-to-live timeline in the contract; without them it is ad-hoc work with a subscription attached.

In-house pays off above AED 80,000 to 100,000 of monthly spend, where AED 10,000 to 18,000 of salary buys more iterations than the same money spent outside. The hidden cost: a producer sitting inside your brand gets fast and then gets comfortable, and the set starts repeating itself by month four. Most brands I would call good at this run a hybrid, an in-house producer owning volume while outside creators bring concepts nobody internal would pitch. Among the brands we produce creative for, Fabiana Filippi and Toktam Jewelry run some version of that hybrid, with ongoing social output moving through our social media management.

Running the cycle: what to measure

Cost per video is the wrong number to report upward. Cost per usable creative is better: production spend divided by assets that got enough delivery to be judged — assets that never left learning phase cost full price and taught nothing. On a healthy set, 60% to 80% of deliverables pick up real impressions; at half, the account structure cannot absorb the volume.

Brief-to-live time comes next, measured from approved brief to the creative running. We target ten working days for a UGC or variation set, three weeks for anything with a shoot. Slower, and the set answers a question the account asked last quarter — the fix is usually fewer approval rounds, not paying for speed.

Fatigue onset needs frequency and hook rate read together on cold audiences. Our working thresholds: frequency past about 2.5 in a seven-day window, or hook rate down a quarter from week one with CPM flat — either way the concept is done. Logging that date per concept gives you your own refresh interval instead of an industry rule; on Dubai accounts it runs shorter on TikTok than Meta, shorter in Ramadan than August. Cost context sits in our paid social benchmarks for Dubai.

The split I keep returning to: 60% of production effort on iterating winners, 30% on concepts adjacent to what works, 10% on something nobody expects to perform. The last slice produces the next winner often enough to defend in a budget meeting.

What share of the budget production should take

Above AED 50,000 a month, that 12% to 25% share from the table is the band I would call healthy: below 10% the account runs out of fresh creative and pays for it in rising CPM, above 30% you are buying production value the algorithm does not reward. Below AED 10,000, the ratio is not what to optimise — accept 25% to 60% for a few months while you find two or three working concepts, then shift the balance toward media.

A creative set cannot rescue a weak offer, and in this market that is the more common problem. If the last three sets all underperformed, the brief was wrong before the camera was. Our cases show what the work looks like when the offer and the creative are built together.

FAQ

How many ad creatives do I need per month for Meta and TikTok?

Start at one fresh concept per AED 11,000 of monthly spend, with a floor of three concepts regardless of budget — fewer gives you nothing to compare. At AED 50,000 that means 5 to 7 concepts and 12 to 20 deliverables once hooks, subtitles, languages and ratios are counted. Weight the set toward TikTok if it carries more spend; it burns through creative faster.

What does a professional TikTok or Meta ad video cost to produce in Dubai?

Scripted, art-directed social video from a Dubai agency or studio runs AED 1,500 to 6,000 per asset; cinematic production with crew, talent and location starts around AED 10,000 and passes AED 30,000. Published starting prices are rare here — the AED 750 Strike Creatives advertises is a floor for something simple, not a typical invoice. Add 5% VAT from VAT-registered suppliers.

Is a UGC creator cheaper than professional production?

Per clip, yes, by a wide margin: AED 300 to 600 without ad rights, AED 600 to 1,200 with them, against AED 1,500 to 6,000 for produced social video. The saving shrinks once you count casting time and re-shoots, since only about one creator in three is worth re-booking. UGC wins on volume and speed; produced work wins when the brand look has to hold.

What percentage of my ad budget should go to creative production?

Between 12% and 25% of media spend for brands at AED 50,000 a month or more. Smaller accounts should expect 25% to 60% while they hunt for concepts that work. On TikTok, published estimates put production at 20% to 50% of the advertising budget on top of media, matching the faster fatigue the platform shows in practice.

What should a Dubai agency creative retainer include?

A named monthly asset count split into concepts and variations, the ratios and languages covered, a brief-to-live timeline, ownership of raw footage, and paid-usage terms for any creator or talent in the work. At AED 5,000 to 15,000 a month, a retainer without a contractual asset count and timeline is ad-hoc production with a subscription attached.
